A eulogy is a speech given about a person after they have died in praise of that individual. In that sense, Jehovah's Witness funerals do indeed have a eulogy.
A Witness funeral includes a talk about the individual, often including events leading up to their becoming a Jehovah's Witness, and other things about their life. The talk also includes scriptures that offer the family and friends comfort from the Bible.
Perhaps what you may notice is different is that other people are not invited to make a public speech at the funeral.
