it is legal for medical purposes as of 1996 or 2006 (i forget which. it shouldn't be hard to find). however, Gov. Schwarzenegger has reopened the topic for debate to legalize and tax it for recreational purposes.
The reason that marijuana is illegal is simply this: In the early to mid-1900's, the largest crop in America was Cotton. After a large migration of latin imigrants into the Southern United States, however, cotton was beginning to take a back seat to the bud... so, big business, or THE MAN, began putting out countless amounts of false anti-marijuana Propaganda, and when that vote rolled it's way through our government, after being battered down by the big man with the dollar bill, it was dropped off the legalized bandwagon.
I hope not! marijuana is an illegal drug, grown by drug dealers who want to earn money. They are usually addicted themselves, and sell it to other people for a lot of money. I doubt it would ever be made legal - it is incredibly dangerous and ruins lives. Making marijuana legal - or any other illegal drug for that matter (heroin, ecstacy, ice, etc) would be like letting chefs in a resteraunt put poison in the food - making destroying lives legal. So, in conclusion, will marijuana ever be legal in California? I doubt it, and I hope not.
14 states now have a medical marijuana as well as the District of Columbia. Proposition 203 which allows medical marijuana in Arizona is still being counted and has a good chance to pass making it 15.
this is more a question of politics. see, the most interesting part of the failure of prop 9 or 15 or whatever it was this time, is who was on what side. the local PTA's and the mothers organization was advocating its legalization. why? because without weed, there arent any more drug dealers, no drug dealers means less street violence. but the stoners and the dealers want it to stay illegal. this is because dealers want to keep their jobs, and stoners want to keep government out of their drugs. meaning, regulation, distribution, taxation, age limits, weight limits and all that. they'd rather just take their chances. i guess there were more stoners than parents in the latest election. well i mean if stoners vote lol!
If you have a green card yes, but possession of anything over and eighth can be a federal offense its all depending on if the cop is up tight or not.
Actually, being high is not illegal in most places, just the possession. It would be impractical to prove someone is under the influence. How will they do they in court, bag the smoke? Sure, there are blood tests, but no politician really wants to raise tax dollars and invade privacy to test anyone at random.
