A city near a volcano would be more likely to use geothermal energy. Geothermal means heat from under the ground, and near a volcano there would be many areas to drill down to tap this heat.
There really isn't a "better" type of energy but solar doesn't affect the Earth as much as geothermal energy because we always get the sun but with geothermal energy we have to use more resources. But then again if we have solar energy then when it's dark we don't have the sun to power things unless we stored it which is very complex. so as i said there really isn't a better energy source.
Converting one form of energy to other always lost some energy in the process. The use of Geothermal energy is making electricity, fossil fuel can make electricity through generator. Adding unnecessary step from fossil fuel -> geothermal -> electricity is nothing more than additional loss in energy transformation process.
