1) Because it is easier to load and unload the luggage if it is low down. If it was on top of the passengers you would need a ladder.
2) Because if the luggage was at the top of the bus, the bus would become top-heavy, and the luggage would tend to move more when the bus went around corners.
3) Because this allows the passenger compartment to be higher and above the wheels. Otherwise the wheels would interrupt the passenger compartment (this is what happens on a low-floor bus). The luggage compartment is between the wheels, not the full length of the bus.
under hood in engine compartment check under dash also
Passengers side engine compartment close to firewall. It is wedged under the cross bar toward the back of the motor. Be prepaired to loose some skin and make sure the engine is cold.
It should be under the hood on top of the passengers side inner fender.

you have a panel in front of the passengers seat but you cant tell its there unless you reach under and pull youll find a door with fuses behind it under or in the glove compartment
on a 2000 Malibu it is on passengers side under alternater 3.1 v6, follow hose from ac you will find it.
There are two relay pannels, one under the right side of the dash (remove the black plastic panel under the dash. the other is the engine compartment on the top of the firewall under the black plastic cover on the passengers side.
