Because Netherlands refers to the country while Dutch refers to the people or the language.

Plus, of course, in their own language the word for both is Nederland(ers), they don't use the word "Dutch". In Dutch moreover, 'Netherlands' is a noun as well as an adjective, while English has two words for them, 'Netherlands' and 'Dutch'.

Using Royal Dutch Navy would like calling the US navy the American Navy, or, conversely, referring to the people as United Statesians.
