The Welsh First Minister has expressed support for a separate constitution, but no, there is not currently a separate document for Wales.

It was one of the terms and conditions of the maharaja of Kashmir before joining India. Its also incorporated in Article 370 of the Indian Constitution. Since Nehru took the matter to the UN in 1948 and a plebiscite was agreed, Kashmir has not officially joined India.
