Its very polite. Removing your hat in church was a Catholic idea and has nothing to do with politeness. The church was seen as being more sacred than other buildings. Protestants rejected this as superstitious and during the Reformation many refused to remove their hats as a sign of protest (see www.historum.com for more info)
In some conservative denominations (such as the Free Church) it is still very common for ladies to wear hats to attend worship and all wear fairly formal clothes, but in most congregations (especially of the Church of Scotland and Roman Catholic Church) there is increasing diversity - the social pressure for ladies to wear hats is greatly reduced compared with the 1950s. In some congregations the vast majority of worshippers will be casually dressed.

Yes, the British wear hats, not all the time though, if it's cold or a special occasion such as a wedding or ladies day at the races, hard hats on building sites, chefs hats in kitchens, as part of a uniform like the Police wear or if we just want to look smart or cool.
