From my understanding, the temperature varies by how the sun orbits (and therefore how close the sun is to that particular area) or how close you are to the equator.

At what temperature does a school have to close in the US?

There are no set temperatures for schools to have to close in the United States. Individual school districts make that decision based on whether going to school at a given temperature would be unsafe for students.

What temperature does it have to be for schools to close?

Some, but not all schools may have guidelines for temperatures they close schools for. Usually, there are no firm guidelines, but schools open later when the temperature and other factors are determined to be dangerous for children to go from their homes to the school. Schools seldom close for the entire day because of low temperatures, but open an hour or two later than normal.

Does water expand when it's cooled?

It does except when the temperature is close to 4 Celsius degrees. At this temperature water actually expends a little bit. But when you move further from 4 degrees towards negative temperatures it starts to shrink again as does when it comes from higher temperatures to 4 Celsius.

All enzymes act best at a pH close neutral?

This is not true. Different enzymes thrive in completely different pH conditions. Consider the protease pepsin, which works in the stomach. It breaks down proteins in acidities as low as pH 2. In the duodenum, lipase works best in slightly alkaline conditions.

In what temperatures can you fly a hot air-balloon?

hot air balloons work the best in cold temperature. the reason why is because if the outside temperature is close to the temperature in the hot air balloon, it will be as if the flame isn't on. if it is cold outside, the flame makes a much bigger impact and the balloon will go up faster.
