Augustus was a natural politician, perhaps the cleverest politician of all time. Part of his success was due to his caution, "make haste slowly" was one of his favorite sayings. He realized that if he tried to impose a radical change in government on the Roman people, that there would be another civil war, this time against him and all he had worked for since Caesar's death would be lost. To avoid this scenario he kept the outward appearances of the republic while keeping the important powers for himself.
