It was a war between leagues of Greek city-states, the Peloponnesian League led by Sparta versus Athens and its empire the Delian League. Athens lost after its naval supremacy was undermined by the Persian Empire providing the funds to the Peloponnesians to build a competitive fleet. Athens was defeated in the sea battle of Aigospotamai, its city besieged and starved into submission.

Athens was protected by it's 'Long Walls' walls which linked the city to its ports, so it could both import food and export war in the form of its superior navy, attacking the cities which were beseiging the city.

They were defeated because they were fighting for 30 years and at last Athens surrendered to Sparta,then Sparta ruled Greece.

Yes, their empire was stripped away and with it the money which supported their power. Their navy was destroyed and the city invested. Without the navy it could not be resupplied and was starved into surrender.

Athens' strategy was to defend their city and port from Peleponnesian siege, and send out its navy to harass the home cities of the Peloponnesians with its superior navy. Athens could also use its sea power to import food, so a siege could not starve it out.

Late in the 27-year war, the Persians bankrolled a strong Peloponnesian navy which defeated the Athenian navy, then besieged the city which could now could not import food, and so was starved into surrender.
