It's perfectly normal! It might make it more challenging to achieve the perfect curls, but it's still possible! mine is the same. mum and dad have curly hair but mine is curly where it's short and dead straight where its long. so this makes my fringe really really curly, any layers i have mildly curly and long bits really straight. what i find works is having all my hair the same length ( either short or long, no matter) and then its all either straight or curly. or you can straighten the curly bits or curl the straight bits. its up to you. :) good luck
