The biggest item of expenditure in the Roman Empire was the army. The army had grown to massive levels and by the Later Empire it might have been as big as 600,000. The amount of money needed to pay the soldiers and officers and to supply the army was enormous. The government reached a point when it struggled to raise enough funds. Yet no emperor reduced its size, both because it was needed to defend the thousand of miles of frontiers of this massive empire form continuous attacks and because of fears of military rebellions. This led to an oppressive taxation regime, particularly in the countryside. This created impoverishment in the rural areas and led to laws which tied the peasants to where they lived to ensure that they would not leave to avoid to pay oppressive taxes.
