check fuses if ok it should be the emergency brake switch, when ebrake is on the lights will stay off. depending on the the car/truck there is a control relay. Make sure all fuses have been checked inside vehicle and the engine compartment there is fuses there too . Check Wiring for any shorts, broken,brittle wires . You have to look under the dash to do this . Follow wiring to the relay and test all for power. For best diagrams all data Make sure that your parking brake isn't on. Faulty Ambient Light Sensor.

You cannot turn them, at leas not officially. The work around is to remove running light relay.
GO AND BUY I NEW light bulb !
there is a number of things that could cause this. here are a few easy ones to check. is the e-brake fully disengaged. are the bulbs burnt out. is the wiring harness plugged into the daytime lights bulbs and in good condition. if these check out, you may have a fault in the daytime running light module.
