The experiment may have been ill-concieved for example there are other variables which have not been taken into account but were present at one location and not at the other. The experiment may lack statistical significance or statistical power and has not been repeated enough times to determine the trun nature of the relationship between variables.
Scientists wouldn't come up with the same conclusion because they would have a different hypothesis and different thoughts. It's just like a math problem if someone has an answer for a problem and the other person does but it's wrong they would have a different way to do it because one of them would have a different conclusion but sometimes it depends what the problem is saying or talking about. However everyone thinks different from each other.

The reasons that many scientists can come up with as many hypotheses from the same information is actually based mostly on perception.
Because each scientist may have a different viewpoint and see things differently.
The object of science is to understand and be able to explain things, for that you need conclusions. W/o conclusions you're just presenting data.

Scientists do often research the same issue, but many times, the scientists that are researching the same topic work at the same facility, organization, and/or company. If different scientists are working together, then they will come to a conclusion together and write the results based on their experimentation.
