Cells are continually going through mitosis - cell division. If there is one cell and soon there will be two cells, somehow you need both the cells to have the same genetic material. The only way to do this is to take the DNA in the first cell and duplicate it so there will be DNA for the second cell.
A copy is needed for a second cell when cells go through mitosis. Think of it this way: you have one cell with one copy of a genome. But the cell needs to divide and form two cells via mitosis. The only way to have two cells with two separate but identical (mostly) genomes is to duplicate it.
DNA needs to copy itself before mitosis can occur so that each of the two new daughter nuclei will be genetically identical. Mitosis is usually followed by cytokinesis, forming two new daughter cells with identical DNA.
