Why must Wiki questions be so simple with limited punctuation and must start with 'question word' and have limited characters why no complex questions?

The point is not that the questions cannot be complex. The reason for requiring them to start with a question word is that many people try to submit "questions" that are not really questions, which are actually statements instead. Such as "My friends do not like him but he asked me out." That is a statement. It does not tell what the person wants to know. So to discourage that kind of "question", the rule about starting with "question words" was created.
As far as the punctuation, that is just something that is not yet possible on WikiAnswers website. Using punctuation in questions can cause problems with how the site works at present. Perhaps this will change in the future.

Why won't this website let people use punctuation?
There's two reasons. The first, is that you are encouraged to make the questions brief enough, and add any more complex info by using the Discuss Question option. Secondly, notice how the URL for each question has the question title in it? There are certain punctuation characters that simply cannot be used in a URL.
