Because any still-frozen inside bits, or thick-meat parts, might not cook completely. You could taste-test your poultry and consider it okay, but you've no way of telling whether some parts haven't reached a safe temperature. Either defrost your poulty completely, or use a meat thermometer to be sure the food is safe. You don't want to risk salmonella, do you? Especially if you have elderly or very young, or immune-impaired people dining with you. You'd never forgive yourself if you were responsible for them becoming ill, possibly dangerously so. Thaw it in cold water for a few hours or for a day or so (depending on weight) in the refrigerator.
