A voltage of 12 V - as used in car batteries - is not particularly dangerous. You can even touch the electrodes, though I suggest not to touch BOTH electrodes at once.

A spot welder uses 2 electrodes positioned opposite each other. 2 pieces of metal (usually thin) are placed like a sandwich between the electrodes which come together with force and an electrical current is passed thru them which actually melts the pieces where they touch each other.
