The temperature needed for the sperms to survive and thrive is lower than the optimum body temperature , hence it is not possible to maintain a lower temperature inside the body hence the testes are located outside the body.

because the testes need to be at an adiquite temperature so the scrotum will pull the balls closer the body for haet and drop down for a cool down that's why its better to wear boxers than briefs. there is alot more to it but that's to put it "brief"

The testes are not contained in a body cavity (they are NOT 'outside the body'!) to keep them cool. Overheating the testes can cause impotence.
