There's a theory that something could clog the carb. when you run out of gas, but Since the fuel always comes out of the bottom of the tank, I think this is unlikely. I just had the same problem and fixed it like this:
Turn the Petcock to off. Pull the line that runs from the petcock to the carb, hold the line over an empty container (so you don't get gas on your shoes) and open the petcock slightly until gas comes out. Put the line back on and see if it works.
Also, check that you haven't bumped the kill switch...

Have you tried checking the fuel pump. i had a friend burn his out after he ran it empty.
Because the engine may need to be flushed because trash has gotten into the tail pipe.
You most likely ruined the fuel pump
