The reason why is that the turn signal flasher is defective. There are 2 flasher relays on your vehicle. One for the turn signals and one for the hazard lights. The turn signal flasher relay is located on the driver side of the vehicle, passenger side of the steering column, under the dash, next to the cigarette lighter. It was also mounted on the driver side of the steering column under the dash on some 1995 Chevy Blazers. Be sure and look in both locations.
I have a 97 s-10 blazer and the flasher is behind the dash just to the left on my radio. I bet yours is in the same spot Too add to this users answer...yes, it is there behind the dash, and in my 95 GMC Sonoma I had to remove the front lower dash panel to get to it, using a "star " like tool. The flasher on the right was for the turn signals, and on the left for the hazards.

Well so far I have found that when I turn my headlamps on and switch to the high been and then use the rocker switch for the hazards, it will allow for my turn signals to start working again.
