Lots of possibilities. If the fan runs, it could be blockage in the heater hoses or heater core, a faulty thermostat, insufficient amount of coolant... if it's the fan, could be a bad fan motor, bad switch, interruption in the power supply, bad fuse or relay..
You have to do some actual diagnosis in order to narrow it down.
