Because the sun moves through out the day. It starts of to the west and moves to the east. By the middle of the day-noon-the sun is almost directly over top of us. This causes more heat to hit our bodies.

If you are finding it harder to concentrate in the evening than in the morning, then presumably you are tired after your exertions of the day, and you need to rest.
