Why on a 1993 Lincoln Mark VIII when you start the car the back air bags fill up but I have to shut the car off and restart it to get the front to fill up?

There is a leak in the system. The rear fills first but the pump overheats and shuts down to protect it before the front can be filled. The rear bags both fill off 1 line but the front are independent. I'd check for a leak in the front system before the compressor dies.
