it sounds like the throttle positioning sensor is messed up. try replacing it
A plugged catalytic converter would do that.
Start pushing buttons and flipping switches... if it lifts off the ground or drops donw, starts jumping like a jack rabbit, then you have lifters. if you can't find any appropriate switches or buttons then probably not.
On a standby generator 100 percent of the power drops before the generator will start.

Steam is the word.
The water vapor contianed in the air starts falling out in the form of little drops. The little drops combine into larger drops, and we call that 'Rain', or 'Dew'.

I had the same problem with my Camaro (also a 99). The alternator was beginning to go and it was arcing. I had it tested and the problem was so small the test did not register the problem. As soon as I replaced it though, everything worked fine.
"things" or precipitation (rain), drops toward the ground because of the gravity force pushing it downward.
Wheel well. In my 92 camaro that large hump behind the back seat is the gas tank. The wheel wells are on the sides.
check for clogged converter. remove exhaust pipe ahead of converter and drive. if it has more power the converter is clogged. Also clean the throttle body with carb cleaner spray. it get dirty oftenand robs from performance. or hook a vacuum gauge to a line running directly to the intake manifold and then start the car, if it starts out high and slowly drops, converter is clogged.
