Fortunately the relay is easy to reinstall if this is not the problem. In your gauge cluster there is a brake light which lights up if the emergency (parking) brake is engaged or if the brake fluid level in the brake master cylinder is low ( in your engine compartment) Also there is an ABS brake warning light that comes on if something is wrong with the ABS braking system - fuse , sensor , wiring connection etc. If it's anything more than releasing your parking brake , get it checked by a professional.

I have a manual 96 Mazda Protege, with the parking break located behind the shifter. The adjustment bolt is located right next to the parking break on the left side (drivers side) of the parking break handle. you will have to remove the rubber cover around the parking break shaft in order to see the bolt.
If it's all the way over on the left, it's the parking/emergency brake. You set and release the parking brake with this pedal. If it's right next to the brake, it's a clutch.
