It's because urban legends are often strange and unique in nature, and since fact is often stranger than fiction, people take them as fact with no problem.

It's fun to believe in some oddball things that cannot be disproved, especially when the thing is a bit bizarre.

This question is perhaps asking: why did human beings "create" God? Mythology is simply the study of religion in ancient Rome, Greece, Egypt, Mayas, Aztecs, etc. These are stories that were meant to explain their understanding of God. You may even dare to say these stories were "divinely inspired" because they were used to relate the behaviors of their gods in relation to human actions, their cause and effect of their decision making, if you will.

Throughout history legends have been used to explain the culture, beliefs, views, fears, etc., of a civilization. Although they are sometimes mildly fantastical in nature, legends are realistic enough to create uncertainty. It can rarely be confirmed or denied if a legend actually happened.

Folklore was first created by people to help explain certain things such as the sun rising, where they came from, how land was formed, etc. An example would be the Aztecs or the Native Americans or pretty much any other ethnic group of people. They used these stories to help explain what they themselves didn't understand. By believing in folklore, people felt that they better understood the world around them and their lives.
