Steroids inhibit the enzyme phospholipase a2 which is known to degrade platelet activating factor. So the degrading enzyme is inhibited and more PAF is allowed to be in the serum.

The effect of low platelets is a risk of bleeding since platelet are an important clotting factor. Ive never been impressed with platelet transfusions they are not anywhere near as good as what a healthy body does naturally.
