The idea of putting sand on a lawn is to break up the soil to allow for drainage and oxygen to the soil. The only problem with this practice is using too much will render the soil unable to hold moisture and nutrients for years.
Spagnum Peat Moss has been a tried and true substitute with the only issue being it is a organic substance and breaks down yearly. The best alternative I know of is Gypsum. Gypsum is not eaten by microbes or insects and last's years.

Well, you want to start by adding peat moss, cheaper; and get about 50/50 sand and peat moss down to 6" or so. then, you only need about 3" of topsoil on that for lawn.
