Think of a transformer as a foot pump. Putting pressure on it will cause it to pump air but you need to release the pressure to do it again.

The transformer does the same for electricity, if DC is applied to it it will create one pulse of current from the output but that is all. You need the continues rise and fall of AC to work the pump.
