They should not be granted human rights, but the right to freedom from use/enslavement/exploitation should be granted. For example, the right to vote is a tad stupid for an animal.

It would depend on what you are comparing 'equal' to. Animals are just that. Animals. In the sense of they are not human and cannot be compared with humans. Certainly all animals are deserving of being treated with such compassion and as humanely as is befitting. Wanton cruelty towards them should be discouraged and legislated against.
