If the master cylinder reservoir is empty, you have a leak somewhere. If the master cylinder reservoir is full, the master cylinder is bad.
The clutch gets its fluid from the master brake cylinder reservoir. The master clutch cylinder sits just below the master brake cylinder reservoir and is fed fluid by gravity.

A fast-fill valve in a master cylinder acts as the inlet port and the compensating port. fitted between the reservoir and the cylinder bore. It is a combination valve with a ball and a pressure seal. Depending on the pressure, it allows flid to flow from the large bore of the cylinder to the reservoir, or from the reservoir into the large bore.
If you allowed the master/reservoir to drain empty while the line was disconnected or installed the master dry, you may have to remove the master and bench bleed it first. Always keep the reservoir full during the process.
