Ethical standards do not just float away because people are not physically present when they are communicating. In most societies ethical standards are generally understood, as they are, for the most part, in the US. Ethical standards should not be confused with moral standards, however in many societies ethical standards develop as a result of the moral, and most likely religious beliefs that are prevalent within the society. With all that being said, generally speaking, ethics are ethics. Telling the truth, honoring contacts, showing respect for the individual, etc. etc. can as easily be represented in emails and others forms of e-communications as can be in face-to-face communications. Often, one might simply consider acting legally as a way to gage their ethical compass. However, in professional ethics and ethic's studies, it is generally accepted that being ethical means far more than simply obeying the law. There is a phrase, "Being good for the sake of goodness, is a reward in and of itself", or something like that; and that goodness is what we should each strive towards as it holds its own rewards. When it comes right down to it, if you question whether your commendations might transgress an ethical boundary, most likely it does.

I would no think of it in terms of good or bad for an organization as much as it may be a necessity to keep organizations in check. Whistle blowing relates to wrongdoing, injustice, and possible corruption. If the organization is holding to the highest ethical standards, there would be no reason for whistle blowing. Unfortunately this is not so for many organizations. Much relates to the commitment of senior leadership to promote doing what is right, good, and proper. Thus, they should be 100% committed to the development of ethical standards which are standards of conduct on how employees should behave based on moral duties, virtue's, and value systems that themselves are derived from principles of right and wrong. If whistle blowing is a means toward a positive end, then in the long run, we might want to consider it good for the organization as a whole, but not so for some of those within the organization who refuse to adhere to ethical behavior. So be it!

It is absolutely essential that they be. Public officials by virtue of their oaths of office hold in trust the hopes, dreams and freedom of the people. That is is an awesome responsibility. Officials must be continuously held to the highest of ethical and moral standards by the electorate to assure the prosperity and survival of their way of life.
