Why should students be removed from public school if they don't meet minimum standards of achievement?

Those that want to learn can stay but if they keep failing and are not doing their homework well what is the use of them going to school? Those that don't want to go to school, and those that don't meet the qualified standards to pass should be removed, because you don't want people in class that are just there and make trouble because they have to be.
