Because so many people cannot understand the importance of the vote.

Actually there should be a test given to be sure there is understanding of what a vote means and the voter knows the difference between an amendment and a bill.

It depends on the country and it depends on the direction of the change. Generally speaking, the reason that the voting age in most democratic countries is 18 or 21 and older is that younger individuals are believed to be mentally incapable of making the serious judgment calls necessary in politics. Admittedly, it is an imperfect bar since many who older individuals are not mentally capable as well and many younger individuals are.
