If the car tires are worn out you wouldn't want to continue using them since they could be in bad condition. You wouldn't want to get into an accident.
if it is a wet day u wont grip onto the road, and because maybe the car will be dancing if the tires is not replaced in a year
When the tyre is in good condition it would have buttons. This would have a good grip upon the road and so while applying brake or taking a turn it would not slip in the road. If the tyre is worn out then it would become smooth and so grip would be lost. Hence accidents.

For the safety of those in the vehicle and other road users.

A worn out tire will hydro/aquaplane a lot easier than a tire with a correct tread depth. And as hydro/aquaplaning can cause the driver to lose control over the vehicle, it's quite sensible to try to avoid it.

An out-of-control car can crash into another car, or into the ditch with all that can come from that.

Also, a very worn tire is more likely to get a flat, or simply to fall apart and deflate while driving, which also can cause the driver to lose control. Another chance to crash into another car or a roadside obstacle.

1. As tyre gets worn out the dynamic friction between the tyres and the road surface reduces thus during braking action the car is likely to slide.
2. Worn out tyres is likely to burst due to any sharp object and thus forcing the wheels to move on Rim. Under such condition if brake is applied than the car can go under a spin.

Will the flywheel make the car not pull?

No, If the car "pulls" it is because something in the suspension isn't inspect. Can be worn tires, bent suspension parts, or just worn suspension parts. If tires, rule out by swapping rears for front(if the tires are the same size). Can also look at the tires, If 1 of the tires have a side of the tire that is worn more than the other, that is the side with the problem. Some suspension damage can be seen by the naked eye. If it can't "usually", it can be fixed with an alignment.
