You should abstain from using your horn at alland anywhere near a horse and rider! The reason is that you will upset the horse, potentially causing injury not not just the horse, but the rider as well. You may even kill a horse too if it has to be put down from a broken leg which may not be able to be fixed.

The other reason, in direct answer to the question, that you should never honk your horn behind a horse--even if you think it's just "for the fun of it" is that the horse could upset, turn right in front of you and run into your vehicle, or vice versa, causing damage to your vehicle and serious injury to both horse and rider.

You should never blow a car horn behind a horse and rider on the roadway because it can spook (scare) the horse and cause it to run into traffic and get itself and it's rider hurt or killed which you would be responsible for. You could startle a bicyclist.

Slow down. Wait for a clear passage to go around them. If you cannot safely pass, slow down, maintain clear distance behind them, and enjoy the horse's trot or wheel rotations of the bike.

NOTE: Same rule applies for Amish horse & buggy, or agricultural equipment moving in the right lane on a roadway. Be patient, slow down, wait for a safe time to pass. Do not honk.
