When someone says he "never" can do something, it means he thinks it's impossible to do it. But nothing is impossible and people can do things that they thought they never would do. So this phrase suggests that we shouldn't say never to anything.
It's funny because this sentence already tells you never to do something. I guess it's better if the only thing we say never is "never to say never" :)

It doesn't. It can't. By saying "never", you've just broken the "paradox" to never say never. Thus, unless you don't ever find out what never means, making it near impossible to be able to use it properly, you can't never say never. Once someone says "never", they can no longer say that they've never said never. Because they have. Only if you don't know the word can you never (there it is again) say that you've never (again) said never. Interesting, but almost annoying.

If everything that you said was really a lie, then you would not be able to say, "Everything I say is a lie," because that would be a true statement. Therefore it can never be truthfully said. You could say, "everything that I say is a lie," and be lying, but that statement is still false at that point because you're lying while saying it, which means that you can tell the truth.
