Yes... it is.
I just had this problem. It turns out there's a plastic piece on the brake that hits the Stoplight switch. If the Stoplight switch is not depress, the rear park lights (stop light) would stay on.
The rear lights of your car will still on even if your car was off because the switch was turned on and it will still remain on until the battery's out. Another possibility, if the headlight switch is off and the ignition switch is off, the brake light switch may be out of adjustment or broken and what you're seeing is the brake lights on.
It needs to have a separate switch for the front and rear lights.
check your headlight switch
It is in the direction indicator switch next to the light switch. Turn the second barrel forwards for the fog lamps which will operate only when headlights are on. You should see green icon on display for front fog lights and amber icon for rear lights when switched on.
the turn signal switch is probably bad
Check bulbs, fuses and brake switch in that order.
it would be the brake light switch about 20 dollars at autozone
rear lights and dash lights should be on the same fuse, check your owners manual if you have it.
Under the brake paddle there is a switch. You pull the switch out and replace it with another one.
the brake light switch is out of adjustment. Readjust the switch.
