The parent should make this choice. However, you can place several softwares which allows you to stop a user from using several programmes, accessing several websites etc. Let me example; If your child has a laptop in there room, they try and go into a chat room with many strange people, you can block this.
You have also the power to set how long a user has got on the internet.
There are many security software's you can get to do all this.
If you feel that you want your child to experience the internet without any parently control, you could keep a eye on what things your child goes on by cookies.
Most times, when a child wants to access the internet, the computer is usually at a place where anyone can peak and see what they are up to. This is a good idea to think about.
