Yes, your mom was correct: Using a corded telephone during a thunderstorm can be dangerous. Lightning routinely gets into copper telephone cables during storms and can overwhelm the fusing protectors at your home and enter a telephone set, causing a lot of immediate damage to the telephone and the user. Cordless phone handsets and cell phones are safe to use, although the base station of the cordless phone is as vulnerable as a regular corded telephone. Although cordless phones are safer you can still get a shock through them. My wife was talking on a cordless phone during a thunderstorm and the phone was knocked out of her hand causing her fingertips to be red and a tingling down her arm that lasted for several hours. The base unit was on the 1st floor and she was about 30 feet away on the 2nd floor of our house. I picked up the cordless phone and it had no power. I lost my base unit as well as many other appliances in the house.

Um... If your phone is dead than it shouldnt ring at all. If you mean out of battery but still ON, than it should still ring, unless the volume is OFF. So you may have to adjust your volume when your phone is about to die.
Stay inside a solid building during severe thunderstorms. You'll also be safe in a car, as long as it's not a convertible Avoid pipes, appliances, and talking on the phone during a storm. Lightning can travel through metal pipes and wires. If you're forced to stay outside during a thunderstorm, keep away from high places, water, and tall objects. These attract lightning. If you can't find shelter, crouch down to make yourself as short as possible.
it shouldnt be dangerous. its like using a laptop while its charging or using your ipod touch while charging.
is it bad to talk on cell phones when its raining outside? Nope, no danger from talking on the phone when it's raining outside (assuming you are keeping the phone dry, to prevent possible electrocution), but care should be taken while talking during a Thunderstorm.
It depends on what type of storm it is. Tornado: lowest level of your house in a bath tub with a mattress and a blanket over you. Thunderstorm: preferably stay indoors, out of the shower and off the phone. (unless it is a cell phone)
