they are two completely different systems - sharp FO-71 is a termal fax machine, telex is a different system.
The fax machine is used to relay information that is usually documented from one place to another. A telephone is used to relay audio information from one place to another.
telex has almost disappeared, superseded by the fax machine and email. The advantage over telegraph is that ordinary people could read the output (Latin alphabet cf. Morse code), and over the telephone that there was a written record and the recipient did not need to be present to receive a message. The disadvantages are, I think, that it is expensive and requires special phone connections.
Telex is networked remote printers that used to receive and print the messages via telecommunication cables network. It is mostly replaced by fax, email, though some legacy system may still be using it.
Really nothing has, it is still in use today. The telephone, telex, fax, e-mail, SMS texting, instant messaging, Facebook....

There is currently no "official" answer for this. Telegram service was introduced in the 1950s. Telex services were introduced in 1971. The use of a modern day fax machine could have arrived any time after it was implemented by Xerox in the 1960s, as it worked over regular phone lines and there was no "service" that needed to be installed.
