The primary reason was to try and disable the pacific fleet to delay the US entrance in to the war. The hope was to cause the US to have to rebuild and that would give them time to finish up in Korea, China, and some of the other pacific islands. At that point the plan of Japan was to 'Sue for Peace'. which means they would stop fighting and hoped to keep the new lands they had conquered. Japans whole motive was to obtains new Natural Resources.
