That is do to where the PCV valve is located. The crankcase ventilation system is unable to pull the normally occurring moisture from the area under the oil fill cap so it collects there as that thick slime. 90% of 4.7L's have that problem. It does no long term harm.

The water pump on a 2004 Dodge Stratus 2.7 L is inside the engine, driven by the timing chain.
Blower motor not working: could be the electric motor, or A fuse, or A short. Blower motor working: could be low engine coolant, or A stoped up heater core, or loss of vacumme to the inside of the car from the engine, or A bad water pump, or A bad thermostat.
Motor is trashed buy a crate or rebuilt motor they come with warrenty

You mean like water in motor oil? Easy to find out: just look at it. If it looks like mayonnaise, there's water in it.
