Black is a good emitter of infra-red radiation than white or any other light colours, so it will allow the temperature of the cooling fins to fall quickly.
Usually it is rough so anything in there or by the inside can be broken up, I think.

A black body radiates more heat than any other. Therefore if you want to lose heat, paint it black (unless of course it is in the sun where the black paint might have some heat absorption properties for unrelated reasons.)

Efficiency drops dramatically depending on how badly bent the fins are.
On cars that have them they are air cooled since there is no radiator.
