The cell membrane works as a barrier to both contain the organelles within the cytoplasm and to regulate the flow of "materials" in and out of the cell. The membrane contains many proteins responsible for allowing hormones and minerals such as Calcium to enter the cell in order for it to perform its function. The organelles must be contained to a region because they are dependant and require each other to carry out their functions as well.
