Why the minerals do not provide a strong industrial base for Pakistan?

This is due to a lack of financial constraints of Pakistan as it is a developing country and using up all or most of the budget in digging for minerals would lead to Pakistan being financially bankrupt.
Pakistanis have a severe lack of technical knowledge as universities here are not highly developed and the labour needed is illiterate.
Some international experts also say that these mineral deposits are inaccessible as Pakistan does not have enough hi-tech machinery to be used for digging 1000 of meters under ground and this is all risky stuff.
The institutional management department for minerals are highly corrupt and unorganized and are ignorant as far as their jobs are concerned.
Here in Pakistan there is a lack of experts regarding mineral exploration because most of Pakistani geologists and such people have gone abroad due to lack of job opportunities in Pakistan
It may also be a main component to be added in this detail that in Pakistan very low priority is given to the mineral extraction sector by the provincial govt. as extraction and use of mineral is a long term process and it is requiring a high capital investment.
