sorry for my bad english, 1. see after that the largest cabel to the starter, dont is conected (shortcutted) to the smaller rellay innput ( 15) on the starter rellay. if the cabel is fix it. The onley way a starter could run is if it gets + on 30 and 15 at the same time, so look after the two cabels and look for shortcutting.
