The wires to the starter are probably connected wrong.
disconnect the battery, un bolt the starter and replace it then connect the battery

bFIRST OF ALL DISCONNECT POSTIVE BATTERY LINE FROM BATTERY. and unscrew the two bolts on starterand other wires. Then pulls started out and replace with new starter and connect the wires the same way you took it out and replace positive line on battery

Did you just put a starter on it ??? Sounds like the starter wires are on the starter wrong are thay are shorted out. CHECK THE WIRES GOING TO THE STARTER CLOSELY.
