Its because of Rishi Brugumuni's curse. When he visited Brahmalokam, Lord Brahma was immersed in Goddess Saraswati's Veena and didnt notice the arrival of Rishi. Rishi got angry and gave Lord Brahma the curse that there will not be any temples in the Universe for him.

There are only two temples in the whole of India devoted to him, compared with the many thousands devoted to the other two unless it is devoted to the whole trimurti which he is in.
